There are two panels in Sally. One of them is always active. The active panel is highlighted and receives keyboard input. To see what the active panel looks like, see the screenshot and description in the chapter Main Window Components.
To activate the other (inactive) panel, use the Tab key.
You can also activate a panel using the mouse. Just click its working area (see Panel Components for details).
